It is illegal to give degrees outside the state
According to UGC guidelines, no private or deemed university can award degrees in regular or distance mode outside its state. Nevertheless, many private universities are distributing degrees outside the state. Such universities include Sikkim Manipal University, Nims University, Mahatma Gandhi University, EIILM University, Mewar University, SRM University, Jagannath University, Sam Higginbottom Institute of Agriculture Technology and Sciences, Vinayak University etc. They are giving degrees in regular and distance mode outside their state.

Opening of off-campus centres is also not allowed
Ugc guidelines say that no private and deemed university can open off-campus centres in the country or outside the country. According to the UGC, there are about 206 private universities which can only give degrees in their state after passing the state assembly and sanctioning from the UGC. Moreover, there are many deemed universities which have the right to degree, but not outside the state. In spite of this, private universities like Amity, NIMS, SRAM are opening campuses and giving degrees. Amity University has been operating off-campus centres in cities like Lucknow, Patna and Ahmedabad for years.
